Yes, however each body of water has different limits. Its best to check with Montana Fish and Game and/or look into the fishing regulation book that comes out every year.
If you are being guided by a licensed guide then most likely it will be catch and release since the guide knows where the fish are and what bugs they are currently eating. After your guided trip you are then free to take what you have learned and put into practice and then you may keep a fish according to state regulations.
The best all around size rod for fly fishing Montana is a 6-weight rod. That said its nice to have a 5 wt for dry fly fishing in Montana.
